염치 없지만 하나만 더 알려주세요.

여기저기 물어봐도 모르겠다 하고, 문장이 이상하다고만해서 답답합니다.

But to ask for any change in human behaviour ― whether it be to cut down on consumption, alter lifestyles or decrease population growth ― is seen as a violation of human rights. But at some point human rights become ‘wrongs’. 

이 문장에서 [whether it be to cut down on consumption] 이 아니고 whther it is to cut down 이 와야 하는거 아닌가요?  whether it be to는 문법적으로 말이 안되는거 같습니다. 주어가 it이니 당연히 동사는 is가 와요 하는데 be가 왔을까요?
