[Not A until B] 구문은 ‘B 할 때까지 A 하지 못하다'는 뜻으로, 다시 말해 'B 해서야 비로소 A 하다’ 의 의미가 됩니다. 특정 시점이나 조건이 충족된 뒤에야 어떤 일이 일어남을 강조할 때 자주 사용됩니다.

= you can't tell his real worth until a man dies.
(사람의 진가는 죽고 나서야 비로소 알 수 있다.)
• It was not until morning that the sheer scale of the damage could be seen.
= The sheer scale of the damage couldn't be seen until morning.
(아침이 되어서야 간신히 손상의 규모 자체가 과연 어느 정도인지를 알 수가 있었다.)
